If you do not have active maintenance, and you install erwin DM 2019 R1, it will upgrade your current erwin DM 9.8, but you will not be able to launch erwin DM 2019 R1. The licensing process is different than r8.x through r9.7. Please note that erwin DM 9.8 and above, licensing has changed.
